Job Title: National Police Chiefs’ Council - Senior Data Analyst - Hydrant Programme
Salary: The starting salary is £59,301.
The salary is broken down as £59,301 basic salary, which will increase annually until you reach the top of the scale £ 72,254.
Location: The postholder will be expected to attend the office 1 day per week for team meetings. The Hydrant Programme is currently based at Moss Way Police Station, Moss Way, Sheffield, S20 7XX. As such, there will be frequent travel to this location. In addition, travel may be necessary to the NPCC office, currently situated near St James's Park Underground Station in London, as well as to other police premises across the UK as and when required for training and team requirements. NPCC HYDRANT PROGRAMME
The Hydrant Programme is a national policing programme supporting the work of the National Police Chiefs’ Council (NPCC) Child Protection and Abuse Investigation Working Group. Originally established in 2014 to coordinate the response to non-recent child sexual abuse but now supporting forces across all child protection and abuse investigation issues.
Hydrant develops policy and strategy on behalf of the NPCC, develops and delivers best practice advice including a learning, review and improvement function, provides a strategic analysis capability and partnership engagement with key stakeholders and partners.
THE ROLE
The postholder will work within the Hydrant Programme Analysis and Research Team to deliver evidence based, high quality, insightful analysis to support the delivery of national policing response to Group Based Child Sexual Exploitation (CSE)/Child Sexual Abuse & Exploitation (CSAE). This role leads on the development, optimisation, and assurance of analytical methodologies and data solutions that underpin strategic, tactical, and operational decision making across policing and partners.
As a Senior Data Analyst, you will manage and mentor a team of Data Analysts providing technical leadership across the full data lifecycle. You will work collaboratively within an agile multi-disciplinary analysis and research team collaborating with the Senior Analyst Hydrant Programme and the Senior Researcher Hydrant Programme to model and deliver large data sets and analytical reports. We are looking for you to use data analysis to identify then make recommendations based on what the Data is telling us. The work our Data Analysts do is invaluable in supporting decision making from strategic policy at a corporate level through to tactical and operational decisions on the frontline.
You will be responsible for advanced data modelling, data engineering, data cleansing and enrichment activities, using a range of programming languages, analytical tools and data integration technologies (e.g., Structured Query Language (SQL), Python, R, Power Business Intelligence (Power BI), Data Analysis Expressions (DAX), Excel, and Extract, Transform, Load (ETL) pipelines). The role requires building, validating and reviewing complex crime data, using data integration tools and languages to integrate and store data, whilst mentoring and developing colleagues.
The successful candidate would need to have the following experiences and skills:
- Create and deliver high-quality, meaningful reports and dashboards, using tools such as Tableau/Power BI to effectively communicate data analysis results to non-technical stakeholders.
- Managing the full lifecycle of analytical projects, from scoping and data acquisition to modelling, quality assurance, and dissemination of outputs.
- Experience of or commitment to learn Structured Query Language (SQL) to be proficient in writing and optimising SQL queries to extract and manipulate data from Relational and/or POLE (Person, Object, Location, Event) databases, ensuring data accuracy and integrity.
- Manage, cleanse, profile and aggregate large and complex datasets, ensuring data integrity and supporting a range of analytical studies on that data.
- Build effective working relationships with colleagues and peers internally and externally, encompassing analytical and wider teams.
- Leading, developing, and motivating analytical teams, including performance management, capability development, coaching, and technical mentoring.
- Expert level experience with Microsoft Excel, Word and PowerPoint and Business Intelligence and/or advanced analysis tools (Power BI, Power Query, Tableau, Python, R etc).
